ORANJESTAD- De voltallige eilandsraad van Sint-Eustatius toonde zich donderdag zeer kritisch over het gebrek aan voortgang bij het herstel van de democratie op het eiland. Het lokale bestuur en de lokale eilandsraad werden bij de ingreep door Den Haag tijdelijk opzij geschoven, om plaats te maken voor twee, door Nederland aangestelde, ‘regeringscommissarissen’.
Na de verkiezingen in oktober 2020 en ruim twee jaar interventie, gingen politici op het eiland er van uit het democratisch bestuur weer snel in ere zou worden hersteld. Staatssecretaris Raymond Knops stelde echter een routekaart op voor een geleidelijk herstel van democratische instanties, op basis van geboekte voortgang. Over die voortgang wordt nu al geruime tijd gedebatteerd.
De eilandsraad, die in ere werd hersteld na de verkiezingen, mag nog geen eigen bestuur benoemen in de vorm van gedeputeerden. Ook heeft zij nog geen budgetrecht. Zowel Koos Sneek, van de Lijst Sneek, als Clyde van Putten van de Progressive Labor Party (PLP) verweten de door Den Haag benoemde commissarissen Alida Francis en Claudia Toe, leugens te vertellen in Den Haag en het proces opzettelijk te traineren.
Schuld
“U geeft in Den Haag de schuld aan de eilandsraad, als het gaat om het gebrek aan voortgang” zei Sneek. “Dit terwijl u beiden het proces bewust vertraagt”.
Sneek wees ook op de ‘ruimhartige investeringen’ die op het eiland worden gedaan sinds de Nederlandse ingreep. “Dat heeft echter niks met de bestuurlijke ingreep te maken. Toen ik gedeputeerde was, wilde ik ook wel van alles op orde brengen. Zoals het bouwen van een nieuwe luchthaven of het stabiliseren van The Rock. Maar daar was nooit geld voor”.
Volgens Sneek hadden ook andere bestuurscolleges, waaronder die van eeuwig politieke tegenstander Clyde van Putten, permanent gebrek aan voldoende middelen.
Ook Van Putten zelf wond er geen doekjes om. “Feit is dat de zogenaamde vrije uitkering, die aan de eilanden wordt gegeven, niet genoeg is om normale uitgaven te dekken. Ik vind dat heel apart, als we zien dat Nederland ook veel geld schenkt aan landen, die geen onderdeel uitmaken van het Koninkrijk. Van Putten vond dat er ook ongekwalificeerde ambtenaren naar het eiland werden gestuurd. Hoewel hij geen namen noemde, leek hij onder meer op commissaris Claudia Toet te doelen.

Regeringscommissaris Alida Francis was zich van geen kwaad bewust. Volgens haar zijn duidelijke criteria gesteld voor de terugkeer naar een volledige democratie. “Als ik zie wat er op Sint-Eustatius allemaal tot stand is gebracht kan ik alleen maar trots zijn”, zegt Francis. “Het eiland is letterlijk en figuurlijk op alle punten vooruitgegaan”.
De eilandsraad blijft aandringen op het maken van harde afspraken voor de terugkeer naar de volledige democratie. Het stoort de eilandraadsleden ook zeer, dat de criteria daarvoor eenzijdig zijn vastgesteld door Staatssecretaris Knops. Zaken die voor de lokale bestuurders van belang zijn, zoals de beschikking over voldoende budget en betere luchtverbindingen, worden door Knops en het Ministerie van BZK genegeerd, zo vinden de raadsleden.
