Voor het cluster Bedrijfsvoering & Klantenservice (B&K) zijn wij op zoek naar een directeur B&K. Unit financiën, Unit Klantenloket en Unit Interne dienstverlening vormen samen de directie.
De directie B&K faciliteert de overheidsorganisatie met de interne bedrijfsprocessen en is met het Klantenloket de overheidsdienstverlener voor de burger en ondernemer. De directie draagt met zijn diensten bij aan betrouwbaar, transparant, doeltreffend en doelmatig openbaar bestuur en een afhandeling van vragen en verzoeken van burgers die tijdig, soepel en op maat is. Hiertoe wordt een uitgebreid netwerk van samenwerkingsrelaties gecreëerd en onderhouden. De directeur Bedrijfsvoering & Klantenservice faciliteert de organisatie bij de verdere ontwikkeling van de werkprocessen, digitalisering en het vraaggericht werken.
Op dit moment heeft de organisatie een aantal cruciale functies die nog niet vervuld zijn. De ambitie en doelen van Sint Eustatius zijn vertaald in een “Roadmap to Statia” waar al de projecten en deadlines in zijn vertaald. Het is van belang om de samenhang en voortgang van deze projecten goed te monitoren en bij te stellen waar nodig. De directeur B&K heeft met de directie een leidende rol om de directeuren te ondersteunen in het rapporteren van de resultaten van deze projecten.
Hoofdtaken directeur:
- Geeft leiding aan de directie;
- Bewaakt de samenhang van de bedrijfsvoerings- en informatievoorzieningsprocessen binnen deorganisatie;
- Ziet toe op het ontwikkelen en up-to-date houden van de gehele administratieve organisatie eninterne controle binnen de directies;
- Treedt op als voorzitter van complexe projecten; zoals de bouw en inrichting van het nieuwebestuurskantoor;
- Coördineert de managementrapportages en informatievoorziening;
- Controleert en stimuleert de doelmatigheid van het aan de begroting ten grondslag liggendebeleid;
- Houdt toezicht op de administratie van de planning, de administratieve organisatie/interne controle en geeft afwijkingen en aandachtspunten door aan de directeuren en unitmanagers;
- Rapporteert periodiek aan de Eilandsecretaris en waar nodig aan het bestuurscollege;
- Stelt het (jaar- en meerjaren) beleids- en beheersplan van de directie op, draagt zorg voor de uitvoering ervan en rapporteert hierover;
- Begeleiden en faciliteren van de uitvoering;
- Bewaken van de naleving van (internationale) verdragen en wet-en regelgeving;
- Evalueren van beleid en wetgeving;
- Treedt op als voorzitter van het unitoverleg binnen de directies.
Vereisten:
- WO werk- en denkniveau;
- Aantoonbare affiniteit en ervaring met een van de werkvelden overheidsfinanciën, HumanResource Management, ICT en/of klantenloket;
- Beheersing van de Engelse en Nederlandse taal in woord en schrift;
- Tenminste vijf jaar managementervaring;
- Ervaring met coaching- en verandertrajecten strekt tot aanbeveling.
Competenties:
Je straalt senioriteit en natuurlijk gezag uit, hierbij gaat het vooral over (persoonlijk) leiderschap. Naast academisch- werk- en denkniveau en ervaring met het hebben van een eindverantwoordelijke rol in een politiek-bestuurlijke context zijn competenties en persoonskenmerken een belangrijk uitgangspunt voor de rol van directeur.
Leiderschap:
Als directeur Bedrijfsvoering & Klantenservice sta je voor de organisatie en haar opgaven en ben je continue in verbinding. Je schakelt soepel in stijl variërend van coachend tot ‘de leiding nemend’, afhankelijk van wat nodig is. Informeel, open, transparant zijn aspecten die jou kenmerken. Je brengt rust en balans en geeft van nature invulling aan de waarden van de organisatie.
Visie:
Je hebt een duidelijke visie op de rol van de organisatie in de samenleving. Je bent iemand die in samenspraak een heldere en stabiele koers uitzet, richting en perspectief geeft en je visie voorleeft. Als persoon heb je het natuurlijk gezag om verschillende geledingen op een lijn te krijgen.
Analytisch vermogen:
Je bent in staat om hoofd- en bijzaken te onderscheiden, waarbij je feiten en meningen herkent. Je bent in staat een logische structuur aan te brengen in een veelheid van informatie en kan verbanden leggen, hierbij onderscheidt je oorzaak en gevolgd.
Besluitvaardig:
Je doorziet wat nodig is en handelt daarnaar, waarmee je richting geeft en helderheid schept. Je bent daadkrachtig en als het er echt om gaat -in onzekere of spannende situaties- neem je weloverwogen strategische beslissingen.
Omgevingsbewust:
Je volgt ontwikkelingen op de voet en hebt een scherpe antenne voor wat er leeft en speelt. Je anticipeert snel op wensen vanuit de omgeving en politiek bestuur die van invloed kunnen zijn op de organisatie.
Verbindend vermogen:
Je hebt een open manier van communiceren, bent toegankelijk, aanspreekbaar, empathisch en hebt de houding van ‘we doen het samen’. Je bent zichtbaar op alle niveaus, schakelt makkelijk en je beweegt je soepel in de organisatie.
Arbeidsvoorwaarden:
De functie is gewaardeerd in schaal 13. De inpassing, met een minimaal $ 4,925.14 tot een maximaal $ 6,147.15 bruto per maand bij een 39,5- urige werkweek, vindt plaats afhankelijk van ervaring en opleiding. Interne kandidaten hebben bij gelijk geschiktheid voorrang op benoeming. Een assessment kan onderdeel uitmaken van het selectieproces.
Aanstellingseisen:
- Een verklaring omtrent her gedrag (VOG);
- Een medische keuring ten behoeve van toelating tot het pensioenfonds;
- Het Nederlanderschap.
Goed om te weten voor geïnteresseerden buiten Caribisch Nederland:
- Het salaris is in Amerikaanse dollars, de officiële munteenheid in Caribisch Nederland;
- Caribisch Nederland kent een eigen belastingregelgeving. Het inkomen boven de belastingvrijesom ($ 12.575,- in 2021), wordt belast met een percentage van 30,4% aan loonheffing;
- Deelname aan het pensioenfonds is verplicht, inclusief een eigen bijdrage hieraan;
- Je bent of wordt ingezetene van Caribisch Nederland.
