‘Maar ik zei tegen de minister, met mijn vinger wijzend naar zijn neus. Ik zei tegen hem, als je komt en wanneer je komt wees dan voorbereid op de consequenties. Want als je de militairen meeneemt zullen wij ze vermoorden en verbranden in de straten van Sint Eustatius.’ Dit zei Clyde van Putten, de belangrijkste politicus op Sint Eustatius, die vorige week opnieuw de verkiezingen won.
Deze uitspraak is uit 2017, nadat het eiland getroffen werd door de orkaan Irma. Den Haag bood toen noodhulp aan en militaire ondersteuning om de ergste schade te herstellen. Hulp die door Van Putten werd gebruikt om zijn eilandgenoten op te zetten tegen ‘de Nederlanders’. Hij dreigde zelfs om deze hulpverleners te vermoorden en daarna te verbranden en hun lijken door de straten van Sint Eustatius te slepen.
Van Putten is de winnaar van de verkiezingen, zijn partij kreeg drie van de vijf zetels in de eilandsraad. In totaal hebben op het eiland ruim 1.500 mensen gestemd, de opkomst was met bijna 77 procent bijzonder hoog. Clyde was ook aan de macht toen in februari 2018 het bestuur van Sint Eustatius buiten werking werd gesteld. Reden was de ‘ernstige taakverwaarlozing’ door dit bestuur, dat het eiland vreselijk had laten vervallen. Daarbij was sprake van fraude en corruptie en van discriminatie en intimidatie.
Het bestuur van dit Caribische eiland, dat onderdeel is van Nederland, weigerde het Nederlandse toezicht en ook de Nederlandse wetten te erkennen. Ik vond het destijds een moeilijk besluit om de lokale democratie op dit eiland tijdelijk op te heffen. Toch heb ik daar mee ingestemd, zoals de politici van alle andere partijen in de Kamer ook hebben gedaan.
Sindsdien hebben we in totaal ruim 65 miljoen euro geïnvesteerd in Sint Eustatius, dat is zo’n 20.000 euro per inwoner. In de infrastructuur, de voorzieningen en beter bestuur. Daarbij is veel misgegaan, het is niet gemakkelijk om vanuit Den Haag een klein eiland in de Caraïben op te bouwen. Zeker niet in tijden van Corona.
Toch ligt het eiland ligt er nu veel beter bij dan in 2018. Vorige week konden de bewoners een nieuwe eilandsraad kiezen, als eerste stap op weg naar herstel van het lokale bestuur. Daarbij hebben de Statianen dezelfde partij en dezelfde personen gekozen die vóór 2018 door wanbeleid het eiland verwaarloosden. Dezelfde politici die ook een afkeer prediken tegen Nederlanders en willen breken met ons land. Een bewuste keuze: Van Putten was de lijstduwer van zijn partij, maar is door de kiezers met voorkeurstemmen gekozen.
De afkeer op Sint Eustatius zit heel diep, zo merkte ik in 2012 tijdens een bezoek met de Tweede Kamercommissie. Toen we ’s avonds aankwamen bij ons hotel bleek bijna alles afgesloten en alle medewerkers waren vertrokken. De bedden waren niet verschoond en het sanitair was niet gereinigd. Dit is nogal een belediging in de Caribische culturen, waar gastvrijheid zo belangrijk is.
Hoe anders gaat dat op Saba, het buureiland dat eveneens onderdeel is van Nederland. Dat eilandje is prachtig, een waar paradijs. De bewoners zijn niet alleen trots op hun eiland, maar ook op de band met ons land. En blij met de investeringen die worden gedaan. Daarbij worden door de ministeries veel fouten gemaakt en ik nodig de bewoners van Saba vaak uit om die problemen met ons te delen. Waarna ik in de Tweede Kamer merk dat alle politieke partijen graag bereid zijn Om die problemen bij de regering aan te kaarten.
We moeten niet klagen over de keuze van de Statianen, het is hun goede recht om hun eigen toekomst te bepalen. Dat hebben ze gedaan. Het is hun keuze geweest om te stemmen voor politici die een duidelijke afkeer hebben van Nederland. Deze stemming zullen we serieus moeten nemen. Afstand nemen van Nederland kan echter niet door middel van een verkiezing, dat kan alleen in een referendum.
Ik stel voor om naar aanleiding van deze verkiezingen op Sint Eustatius een referendum te organiseren, zodat de bewoners zich kunnen uitspreken. Over de vraag of zij onderdeel willen zijn van Nederland of niet. Of zij steun willen uit Nederland of niet. En of zij een Nederlands paspoort willen of niet. Doorgaan met politici die niet willen samenwerken heeft geen zin. Dat leidt alleen maar tot nog meer boosheid, zo heeft het verleden helaas bewezen.
